The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think. For me, Okumura never felt unfair, just a skill/mechanics check. Bed of Chaos, however, was mostly just hope you are lucky.
