I run only minor mods and it is pretty much confirmed it is NOT cause by them. I have fresh new install with no Creations from Creation club, as I know some of them do cause quest breaking bugs .First do the ammo glitch with the Weapons merchant and if Trashcan Carla is also there then I also do the glitch with her.
