Laika is probably better because of the headshot damage plus it crits more reliably, 2 rounds. The burn effect is pretty useful. Very nice for bolt shot too, you only need to charge it for half a second then release. Hammer has better AoE but very awkward timing for bolt. The crit damage is only useful if it actually crits.
